Doctors are responsible for caring for patients and diagnosing symptoms. They may also preform surgeries and offer advice on medical problems.
Skin doctors look for many things in a routine annual visit. Some things they may look for is discoloration or appearance of moles, abnormal things that might resemble skin cancer, the general appearance of the skin, and if you have feeling in the skin.
It means that the doctors believe that the cancer is effectively untreatable, and that it will eventually lead to the person's death.
I would look under the health insurance doctors who have a specialization in cancer.
Some types of cancer, anemia, immune system disorders, etc. This doesn't mean you have any of these. Doctors are the ones that should be diagnosing this and it's only second-guessing otherwise.
There are certain tests devised by other doctors which can figure out which disease the person has. The doctor who is diagnosing just has to figure out which diseases to test for, and be able to read the results. :)
