The big advantage to using a test lamp is that it allows you to know if the circuit is "hot" before you work on it. All good electricians shut the circuit off before starting any work on electrical circuits.

For AC circuits, amperage is checked with a clamp on amp meter. There is now in the market place a clamp on amp meter that will work on both AC and DC circuits.

1. They don't "always" insist on working on live circuits. Sometimes they feel confident enough that they don't want to take the trouble; but it's never a good idea. Just as any trade dealing with hazardous conditions, people often become complacent, and push the rules of safety. 2. Not all electricians work on live circuits unnecessarily.
Dedicated circuits are ones that originate at the power panel and supply power to a pre-determined device(s). You test them with a multimeter, or other such electrical test equiment.
