The Golgi is the "shipping and receiving department" of a cell if the cell is understood to be a protein(or fat) making factory.
In an animal cell, the Golgi apparatus packages and processes proteins to be exported from the cell. It is the shipping and receiving department of the manufacturing plant which is the cell.
This process is called endocytosis, where the cell membrane invaginates to form vesicles that transport materials into the cell. These vesicles can then fuse with other organelles or transport materials to other parts of the cell.
