Do you mean nation states as in, for example, Japan? A state is a political entity with recognize borders, which may be comprised of any people, while a nation is a group of people and does not have such borders. A nation state, therefore, is a group of the same people with officially recognize borders. Nation states would be represented on maps because they have official borders. As far as a nation of people is concerned, I have no idea. I do not know what you mean by "people" not being shown on a map. There are some maps which show the average number of people per square mile/kilometer though.
