It is the product of the number of workers times the number of hours they need to work. Because time and people are multiplied together, if you double the number of workers, you cut the required time in half, and if you divide the number of workers by two, you double the amount of time required (assuming in both cases that the person hours of the job remain constant). Since the problem states "... over five working days...", I wouldn't shorten it to 2 or 4 as you suggested. 16 ÷ 5 = 3.2, so I would say either two people working 1.6 hours per day for five days or four people working 0.8 hours (48 minutes) per day for five days.
