Although the way clothes look on you and whether they are currently in style matters a lot, the big things to me that make a difference are:
1. Pockets--I need pockets in every dress, skirt, or pants
2. Quality--good fabric that is well cut and put together so that when I wash the item it comes out looking nice, and preferably won't need to be ironed.
3. Neckline--flattering without being so low that I have to consciously check out where the girls are at the moment I lean over
