When something is "on your mind" or "come to mind" it means you're thinking about it. Something has just occurred to you in your brain.
I think you mean to MAKE UP ONE'S MIND. It means to come to a decision.

They are both correct, but they don't mean the same thing. With "the", the speaker has some particular people in mind; without it, he's just making a general statement.
some people say that just because it's polite and they expect you to say "fine" or "good and you? other people ask that because they genuinely mean it and they expect you to speak you mind and they listen like they would want you to with them
