Perming lotions chemically rearrange the disulphide bonds (which give the hair it's strength) within the hair cortex (inside the hair) to make it wavy/curly. The disulphide bridges are split by the addition of hydrogen from the perming lotion. New disulphide bridges are formed and the hydrogen chemically changed. The neutraliser is added to stop this process. The neutraliser is an oxidising agent and supplies oxygen to the process. The hydrogen reacts with the oxygen and turns to water (H2O). And thus stops the perming process. If it were not stopped it would cause irreparable damage to the hair.
