You can find a shiny Pokemon in every game but it is extremely rare. All you have to do is look in grass (not rocket science) but you have a 1/8010 chance of actually seeing one too. I actually caught a shiny oddish!! =)
A foil Pokemon card is shiny. Other than that, it looks the same.
You can't change whether a Pokemon is shiny. You just gotta look hard for one.

I know action replay has a cheat for shiny Pokemon, but I don't know what it is. To catch a shiny Pokemon the traditional way, you will have to look, and look and guess what?! Look. You have a 1/8000 chance of finding one. Good luck!
