No... and personally i think that is the stupidest thing i have ever heard! --- The marjority of schools state this for hygene reasons as that part of clothing is generally still worn after the PE lesson which could mean they are worn in lessons after the PE period. They do prefer swimming clothing like trunks. These are removed after the lesson and under pants put back on
If PE is outside and you don't do it, it is because it is raining.

there is actually no reason to not have PE but i guess you could get injured still you wouldn't actually fall if you do it properly
