The camera bit in speed cameras don't measure speed at all. Usually the camera is just a camera, an high-quality one with good automatic features. But the camera is connected to a radar, very similar to the handheld radar guns police also use/used. The radar is what measures the speed, and if it's above a certain threshold the radar triggers the camera to get some evidence of the event.
