It actually a mixture of mercury and crude oil left over from the oil productions in the 1980's.
There are three basic uses for steel tanks in the oil field. First, is to hold the crude oil produced from the ground until it reaches a salable volume, usually in quantities of 160+ barrels. Older steel tanks usually have 3/8 in steel plate and the 210 barrel steel tank is common, and two or more, are usually set side by side, and piped together. This is done to prevent overflow, and to capture and help store crude oil production. The 210 steel tank weighs between four and five thousand pounds, depending if the side plates are also 3/8 steel plate, and not thinner plate steel. A 500 barrel steel storage tank is also common. The second use is to hold trash water that is sometimes produced with the crude oil. It is usually saline, and will corrode steel tanks over the years. The third steel tank is a gravity separator, commonly referred to as a gun barrel. Some use waste gas from the wells to heat the crude oil to help separate and remove excess water. These tanks have thick internal pipes and they are usually taller than the holding tanks. These are quite heavy, because of all the steel used in their construction. If you are not familiar with the hazards associated with crude oil production, may I suggest not approaching a tank battery until you have a knowledgeable qualified person with you.

Yes, steel can be folded. This is a common practice in the production of "damascus" or pattern welded steel.
