Japan is a disaster-prone county. Hence it is always prepared by regulators to act immediately when disaster strikes. After the event of a natural disaster they work together harmoniously to get their country back to shape.

Natural disasters is a pretty dynamic term. We could devote a page to what we each would define as a natural disaster. I live in the Sonoran Desert so a natural disaster in the Summer might be a haboob or monsoon storm that knocks out power. Forest fores are also a natural disaster we regularly encounter.

I believe the best answer lies in how to survive one. There is a generic answer that would seem to fit most disasters, at the least, prepare a 3-day kit. Rather than explain, I'll let you use the search engine of your choice to discover that. All will include 3 days of food, water, a first aid kit including any prescription meds you require, some cash, clothing and shelter. My three day kit would look very different for Summer than it would for Winter, so you need to adjust accordingly. All of this is in a small backpack you can easily carry. Remember, it only needs to keep you alive for 3 days, not insure that everything that you pamper yourself with is also coming.

If you're asking how to survive a natural disaster, you might also want to learn how to shelter in place. This involves being able to live in your home for weeks, maybe months without having to go get anything. You might want to slowly build up a 90 day supply of food and water for example. What if you were living near Fukishima during the meltdown. If properly prepared, you could have stayed safely (relatively speaking) indoors until help arrived.

What should be the government's responsibility in times of natural disasters?

The Government's Responsibility?Though it seems like citizens want the government to protect them from everything, there is no way a government can protect them from natural disasters. Earthquakes, tornados, landslides, floods, hurricanes, blizzards, etc. happen. If the disaster is bad, the government usually steps in and helps, but it is certainly not their responsibility to protect us from something they have no control over. It is the government's responsibility to protect their nation.
