Because they don't like being "owned." They are intelligent independent animals that while beautiful, are not always suitable as pets.

If the animals are loose, neighborhood animals, the association can call local animal control to pick up loose or off-lease animals, especially if the municipality requires that animals out of doors be leashed. If the animals belong to community owners or residents, then the association must look to its animal guidelines.
