That's a much better grade than an A, like an A+++. Seriously, it describes feet of rise (or fall) per 100 feet of travel.
If you mean 100% grade, the answer is a 45 degree angle.
It would depend on the car you're driving and if you are driving up a grade or down a grade or on the level. On a level grade probably 40-45 mph would work.
