Vaisya - n. Hindu of an upper caste traditionally assigned to agricultural and commercial occupations.
Chandra is not a caste. But many Vaisya and Kayasth use this as surname. It is more like a middle name. Like Kumar. But Vaisya and Kayasth in U.P. are using it to disguise their caste and get reservation benefit as O.B.C. It is same in Bihar, there also Vaisya(Bania) are using kUMAR(not a surname but middle name) to hide their upper caste identity and get reservation benefit under O.B.C. Only difference is in U.P. very few lower caste in U.P. use Chadra so it is easy to tell they are upper caste but in Bihar lots of lower cast use Kumar so it is very hard to tell persons caste.
vaisya cast is forward cast , but this chetty cast never belong to vaishya , according to "chathurvarnna " system brahmin,kshethriya, vaishya after that shudras , the vaishyas are forward cast
If you are referring to the Hindu caste system, they would belong to the Vaisya community. However, if you want a language terminology, then in Hindi it would be Vyapaari. In other Indian languages, the term would be different.
