There are a few names. The most common though would be called an operator. If it is for customer service they are usually called customer representatives. If they are doing outbound sales calls, they are called telemarketers.
In small companies the receptionist usually answers phone calls.
Often this person is called a receptionist. Other times they may be called a secretary, operator, etc. It also depends on what other job function they have.
