Well first of all if its someone else's horse on your lawn and they asked you if they could that's fine! But if there not taking care of it then that could be a big problem! Call the ASPCA or a shelter and tell them to come over to your house to check out the horse! If you don't know who's horse it is then go door to door to your neighbors and ask if anyone owns a certain horse with what color and bla bla bla! I would recommend going to the persons house telling that person if they don't take care of that poor creture within the next two days that im going to call the police! and then just call ASPCA anyways! If you don't know where or who the person who owns the horse is then call ASPCA right away! If the owner of the horse is no where to be found and your trying to take care of it then that means that "you are responsible for taking care of the horse" even if your responsible for the horse just CALL THE ASPCA AS SOON AS POSSIBLE and im sure they wont press any charges if you just release the horse to them and they can take the horse!
