The short answer is "no." The weeping habit of the tree is inherent to the species. The common weeping willow is a hybrid species called Salix x sepucharis. If you want to plant a willow tree that doesn't weep look for other species, such as white willow (Salix alba), black willow (S. nigricans), violet willow (S. daphnoides), or purple willow (S. purpurea).

The weeping willow "Salix babylonica" is a deciduous tree. In the summer when it puts out new leaves it also extends branches. Instead of reaching up or sideways these branches hang towards the ground. This effect makes the tree look like it is bending over.
Well a willow tree has those dramatic falling willows. try to range your flowers so that you'll always have something blooming. Daffodils would look charming, something rustic. Dont' have something elaborate or else it will take away from the beautiful effect of the tree. Not roses or poppies. Tulips would look pretty! Does the weeping willow have any effect on flowers planted under it, such as sap? Everywhere we go we see weeping willows but no one has anything planted under them
