Inside atoms, there are protons, neutrons, and electrons. Protons are positively charged, neutrons are neutrally charged, and electrons are negatively charged. In most atoms, the number of protons and neutrons are equal, meaning the atom is neutrally charged. However, protons and neutrons are about the same size, while electrons are MUCH smaller. For reasons we don't fully understand, the protons and neutrons stick together in a clump at the center of an atom while the electrons circle around. We call that clump the nucleus. Now, this is very similar to a solar system. The sun is very large, with many smaller planets circling around. The difference is, planets circle around the sun because of gravity, and electrons circle around the nucleus because God likes to screw with us.
Thomson believed about atoms, that : An atom consists of a sphere of positive charge with negatively charged electrons embedded in it. Positive and negative charges in an atom are equal in magnitude, thus an atom is electrically neutral and it has no overall + or - charge.
Technically, it doesn't. Static electricity is not something some things have or don't have. It is built up by two objects coming in contact with eachother. Some objects are more negative or positive than others, and the more positive items tend to lose their electrons more easily than the negatives, who tend to gain electrons. The gain/loss of electons happens on contact. Rubbing creates more contact, and therefore more gain/loss. The shock comes when a positively charged object touches a grounded item, such as a metal post or a person. Electrons jump to the object through the grounded item from the ground. If said object is a human, (s)he will feel a jolt of electricity, which we call static. Note: I call positive objects positive because they become positive on contact. I use the same reasoning with negative objects.

Not much: it is what we call an ion. As a charged item, it will be drawn to any item that is differently charged to itself - Lacking an electron, it is positively charged, so it will be drawn to an item that is negatively charged (a surplus of electrons), neutrally charged (the right number of electrons), or even less-positively charged. As soon as an ion comes in contact with such an item, it will grab an electron from that. Be that item a larger atom or molecule, a spec of dust, a wall, or you. It will then be an ordinary, uncharged oxygen atom. What it touched will then be charged slightly differently, and will be drawn to another charged item, until everything is charged the same. So for an atom, being short an electron is not a big deal.

For example, sodium chloride is a compound of sodium ion and chlorine ion. The positively charged sodium ion is attracted to the negatively charged chloride ion to form the compount.

We call this Conventional Current Flow, where imaginary positively charged particles are repelled away from a positive charge and attracted towards a negative charge.The reality is that electrons are actually flowing through the conductor. Electrons are negatively charged particles and flow from negative to positive. It's just easier to think of a positive current flowing than a negative current.
