you call it a river because it dont run into the sea. The stream runs into the water hense the term ( streams into the sea) .

Not sure what the first answer means, but a river that does not reach the sea is still a river! There is no special term for it. Very few fail to reach the sea naturally, but The Jordan is perhaps the best-known, feeding the Dead Sea whence the water simply evaporates. A few rivers have been shortened artificially by excessive abstraction for irrigation.
