Yes, the rules of writing are purposefully kept 'lax' in order to allow the writer all the freedom of expression that he can possibly come up with. This hasn't always been so. There have been a lot of efforts to censor and control art of all kinds through-out the ages but they all eventually get eroded away.

at the end of the second part of the story or the very beginning of the third part.

Usually the climax occurs near the end of the story right before the epilogue.

HOWEVER the rules of writing are kept purposely lax to give writers all the flexibility they need to write in what ever way they wish. Therefore the climax can occur anywhere the writer wishes to put it. I have know story to being with the climax and then wallow in introspective for all the rest of the novel.
