Solid, liquid, and plasma states have definite volume.
That would be called a solid. One of the other two states of matter are liquids, which has a definite volume with no definite shape. Lastly, there is the gases which have no definite shape or volume.
The type of matter that has a definite shape but no definite volume is a solid. Solids have a fixed shape because their particles are closely packed together, but they can change volume slightly in response to temperature and pressure changes.

at room temperature, water is considered a liquid because it has a definite volume (it does not expand to fill its container like a gas) but not a definite shape (it takes the shape of its container, as opposed to a solid which keeps its shape regardless of the container it is in).

Matter occupies space and has mass. As such, the amount of matter present in a substance will determine its mass as well as its volume.
