Being from Surat, India, I can say that locals call the river the "Tapti" river. However, some English maps call it the "Tapi" river, which is incorrect.

It doesnt create a river, because you need a constant flow of it, you can have a flood river, which when it rains to much the water builds up and has no where to go, which means, It can but it cant, You HAVE to have a constant flow of water to call it a real river.
