When you boot a computer, you are basically loading the operating system and all of its components. These are necessary for the computer to run and to access your data and software. After the OS has loaded, your startup programs are loaded as well.

You can also check/uncheck the programs you don't want. There is a chance that your machine may not have this function, if it wasn't loaded during the machine's setup. If not, then you will have to go and get it off the 98SE CD. The startup configuration utility can also be started by going to the 'Run' item in the start menu and entering 'msconfig'.

You should go to Toshiba's website and see what applications are available for download, as those programs are most likely the ones that came preinstalled on your computer.
The minimum requirements like desktop work space,task bar,menus,regularly using short cuts,essential programs&services to run the computer and etc.. will be loaded.
if two anti virus programs are loaded it will slow down your computer. have one anti virus program and one anti malware program like SUPERAntiSpyware FREE Edition

When I got a new Windows computer the first icons on the desktop where those of the factory-loaded programs. So I would assume that if there was no factory loaded programs nothing would appear!
