How are school lunches made?

Most school districts have a central kitchen. There is a head cook that sets the menu according to state and federal laws. This is done for the entire year. Food is purchased and cooked. Many schools have satellite kitchens to warm or heat and serve the food. Today the lunches now come to the kitchens in something like a TV dinner tray or in foil/ wrapped.
