Follow him out the back door (2nd floor) of the Jazz Cafe. Chase him on the scooter, but he escapes in a boat. You get the Black Widow Key Card. (Balloon Boy is visible in the background during the chase.)

No. You will always be slightly behind him. The only damaging hazards are the open sewer manholes. If you drive into one, you will have to restart the chase. After the chase ends, you find the Black Widow key card at the Docks.

Once it is stolen, you have to track down the thief. Get the timecard from the security guard at the Clown Store, and you can print out the crook's photo (it is the shady guy who asked you to help). Take his photo to Downtown, and you will chase him on the scooters before returning to the museum for a package.
