There is where he drops the key card. But you cannot pursue him further.
Go back to the museum. There is a package waiting for you. Open it to read the hidden message.

The Key from the Curator on Early Poptropica
Is there someplace on the island that you needed a key to get into? Go there.
You are supposed to use the attached x-ray scanner to read the message. It says to meet the Museum curator at the Pop Art Museum on Early Poptropica Island. Go there using the blimp. You will see the curator and get a useful key.
When you find it, return to the museum. You will need it later in the game. When you are getting past Black Widow's guards, the key card opens the door to her trove of stolen art, which is the final battle of the island. When you get past the Widow's guards, you can use the key card.
If you don't have the security guard's time card, go to the Clown Store and get it from him. Then you can see the theft and print the thief's photo to show around town.
The curator at the Art Museum on Early Poptropica gives you a key. The one place you haven't gone on the island is the locked house in the Countryside.
Once you have the time card from the museum guard (he is at the Clown Store) you can print a photo of the thief (the shady guy) to show to people Downtown.
Go through the tunnel, and then go into the Scream show, and hide on the pole above the Scream.

Go up, then you will see a frame that has a picture with a loose end. Click that loose end then you will find the Scream.
The inspector is not around to see the "dragon picture", because you get the last piece in the Supply Room. She does see the "thief" picture when you print it from the video surveillance tapes. But she says she doesn't recognize him.
The security guard who was on duty is in the Clown Store. Get his timecard to find out when the theft occurred, and you can see it on the surveillance video. (As it turns out, it was about 4 AM, but knowing that will not help without the timecard.)
You can review the surveillance videos once you have the timecard from the museum guard. You can find him at the Clown Store.
You go into the Surveillance room Via the security room or the tunnel in the museum tour (near the mimes).
The theft of "The Scream" was captured on the museum's video surveillance cameras, but the tape takes too long to view. Go to the Clown Store and get the security guard's timecard, which shows when he was out of the gallery. Now when you look at the video, you will see the theft and get a photo of the thief.
