I believe you need to install Forge first then run minecraft once before you install any other mods.

For flowing water, place another block on the 'source block' which will remove any water currently flowing from that block. For a pond or river though, every block is a source block, you just have to fill it in manually, or at least cover the top surface.

Did you buy minecraft? If you did, then keep logging in. After logging in AT LEAST ONCE, the not downloaded text will never appear, and you can press "play offline!". But if you accidentally delete minecraft off of your computer, you have to log in again.

Not in the near future at least. The creator has said that if the interest in the game slowed or if he ever felt he would lose interest in the game he would probably release the game code into the open community for anyone to take over or keep up on the game updates.

Minecraft is better than Toontown when it comes to updates, the cost, the community, and at least what you can do.
i believe when you download a mod it goes in your document files for you to put on a memory stick and plug into your console. I believe that if its a pc you have a document of all your files for the game and i think that you import the file of the mod inside and re-instal ( I am no expert at these things so i would recommend that you check to see if this is correct )
