Separate the hamsters. They do not live in groups in nature and only get together for a short time for mating. They are solitary animals and will continue to fight if they aren't separated. If antibiotics don't help, take them to the vet. Some infections can be below the skin where a topical antibiotic won't help. Only the vet can deal with this problem!

it depends on how old your hamster is. if it's a baby it might be teething and not mean to hurt you. With that situation what I did was put some vinegar on my hands (I know this sounds gross but it works) and then he stopped biting me because of the smell. if your hamster is not a baby it's probably just scared and hasn't been held a lot. what you want to do is rub your hands in some shavings and put your hands in the cage, let him/her sniff you and slowly try to pick him/her up. If he/she doesn't want to be picked up and tries to get away leave him/her alone and try later.
Hamsters are mammals that have larger teeth that will keep growing if they don't chew on something (file them down) to keep them at the length they are comfortable to. If you have just bought a dwarf hamster and it's not accustomed to you than it might be frightened any time a hamster is frightened it is most likely to nip at you to say "hey! what the heck? Ur freaking me out!" Even if you have some food on your fingers your hamster will think its food.
I have a Russian Dwarf and I have the same problem. According toa book, a good way is to blow in their face gently when they bite, in a similar manner to a dog. I have had some success with this, but limitted. I find that long-term, the best way is to handle the hamster frequently, at least once a day. This gets the hamster used to my smell so he does not become frightened. I wash my hands before so I do not smell like food. However, he still bites at times.
Most hamsters will occasionally bite. When this happens, a simple yet effective way to let them know you like to be bitten is to blow really hard in their face. Hamsters hate that! If you have an aggressive hamster that bites all the time, ask your vet or a professional hamster website about it. If your hamster is really aggressive, you may have to put it to sleep.
If a hamster bites you don't freak out. You will be fine, just be kind. Just because a hamster bites you does not mean it doesn't like you. If it starts to bleed, you will be fine because it won't bleed for too long. Just give it some treats and be nice to it.

Unless the dwarf hamster was in the same litter, I would advise against it. If they are not in the same litter, and you'd like to see if they get along, first put them in a neutral cage. Otherwise the hamster may feel that another male is trying to take over its territory.

It is best not to house your dwarf hamster with another hamster, especially the male species. They will bitterly attack each other. Both genders are not very friendly with other hamsters, and tend to be extremely territorial.
