What do you do if the bug zapper hanging about three feet from the hole has not gotten rid of bugs after several days?

If you are talking about BEES, they are not attracted to the light of a bug zapper. Bees are good for your garden and the flowers in it.
If you MUST move them, call a professional BEE KEEPER, who knows what to do with out harming the bees.
You need to find out first if they are honeybees, and if so, a beekeeper will be happy to take the whole hive free of charge. That would be preferable due to the unknown reasons for colony collapse disorder that is now going on. This sounds like you may have yellowjackets, and if that is what they are, use a pyrethrin based dust in that hole first thing in the morning before the temps get warm. Any reputable pest company will do a free inspection for you to determine if they are yellow jackets, or honeybees. In some states, honeybees are protected.
