The Blue arrow is a marker sign that shows where you are designated to go. It helps with getting to point A to point B without getting lost.
To get rid of it, right click the world map icon, and click 'clear your marker'. Or open the world map again, right click the blue arrow on the world map and hit 'clear marker'
