Because most Sonic games are on-going so you can improve your scores and do the extra side-quests you might have missed, if the last continent was restored Chip wouldn't be with Sonic, Sonic wouldn't transform anymore, and Eggman Land wouldn't exist. It's a bit of a let-down not to be able to complete the game fully, but it's the only way it works. What if it shows you the last continent being restored in a video?

You have to complete the game first. The first time you go to Eggman Land you will go straight to the stage. The second time you go you will actually go to the 'capital' where you can buy souveneirs and food for the achievements and stuff like that. Like every other city stage, only it's smaller and not as many people to talk to. If you're got the Xbox 360 version, talk to EVERYONE there. it's worth it, trust me.
