Shine sprites don't exist in the original Super Mario 64 for the Nintendo 64.
For most episodes, you just have to unlock it in another episode. To unlock it in Delfino Plaza, you must first obtain 30 Shine Sprites, get the Yoshi, (Also obtained by getting 30 Shine Sprites) and the Turbo Nozzle (Also obtained by getting 30 Shine Sprites) from Shadow Mario in Delfino Plaza. Shadow Mario will then carry the rocket nozzle around.
I know that you have to get 50 Shine Sprites to get the zoom nozzle and Yoshi, but I have no clue about the rocket.

There are 120 shine sprites in Super Mario Sunshine. Several of them can be bought at the boathouse for ten blue coins. Others can be found by squirting the golden bird. There are eight shine sprites in each level, including collecting the 100 coins.
Get 63 shine sprites, there are actually 64 shine sprites but that last one, you can only get it if you've had the cannon open, because it leads you to the shine sprite if you use it.
