Unless he's a very young puppy who shouldn't have been in a bucket or water anyway, you'd wrap him in a towel. Otherwise I'd let my puppy run around and shake it off.

The easiest way would be to capture the sink water at full flow and fill a 5gallon bucket while timing yourself. When the buckets full then divide the time it took by 5 and you have your GPM.
