What do you do if you know your ex who dumped you still has feelings for you and you want to get back together but you can't ask him about it cos you know he's still confused about what he wants?

If he is still confused about what he wants at this time then he is in no position to be in a relationship and cannot commit. Give him some time and space - don't pester, pressure, be overbearing or needy as guys do not like it - it will only push him away. If/when he is ready and wants to be with you he will come to you but it would be in your best interest to not wait around or put your life on hold for what may not happen.
