check main fuse under hood in fuse box ,held in by 10mm bolts on the prongs p.s. before changing the fuse remember to undo the battery connection

Dead battery? Loose or dirty battery cables? Bad starter solenoid? Bad starter? Neutral switch?
Either the battery cables are dirty, battery is not fully charged, or the solenoid is stuck.
Did you install a fully charged battery of the correct group size and connect the cables securely? Did you incorrectly jumpstart the car with the cables reversed and break things before replacing the battery? Did it turn over before you replaced the battery?
Double check the battery cables at the battery and at the engine, be sure they are clean and tight.
Probably starter solenoid switch
If terminals of the battery are reversed, it will short the device that is using the battery. On a car reversing the cables can blow fuses, melt wires, and fry computers.
Look for a loose or corroded battery cable. If the cables are ok at the battery, check the connection at the starter and at the starter solenoid. Otherwise, the solenoid may need to be replaced.
Check for high resistance in the wiring to the solenoid, and in the battery cables. A weak battery can also cause this. If one battery is good, and the other is a little weak, the truck can turn over at normal speed, while the fuel solenoid doesn't move.

On the starter or IF you have (2) positive battery cables, in between them.
If the battery tests good and battery cables are clean and tight at both ends and you are jumping the starter solenoid correctly with no results, you probably have a bad starter/solenoid.
