uhh... well you will have to use the drain and drain it then you have to call for your pipes then if its the pool you buy in the store spill the water then take 2 buckets of water NOTE THE 2 BUCKETS are for the pool you buy at the store/mall so spill it in
you can also try 5-8 buckets on your regular pool (Note:Be careful doing that on regular pool if your good at it do it)

Phosphate buffers put in cloudy pools will clear it up. The buffer clears the pool by reducing CH levels.
Make sure the filter is operating properly and not dirty - backwash or bump. If chlorine level is high, that is good but you may want to give the bottom a good scrub while filter is operating

they have something that's called a vaccum and its a special type that's used for pools. i don't know exactly what its called but you will have to ask and find out.
