It sounds like you have a power supply problem. The noise is typical of a modern power supply unit that has failed or has an overload on one of its outputs. If you can get hold of one, they are normally easy to replace but it's important to make sure it is the PSU itself that is fault rather than something else that is causing it. It is also possible that it is something entirely unrelated to the power supply. Also, switch mode power supplies can generate lethal voltages internally and on their outputs as well. Check the plug. If its in then that means the inside of your tv has been...over used i suppose and you will have to replace the parts inside.
