He is on the survival area, battle him in saturdays and sundays.

yes you can you can either go north from the fight area or go east from the fight area. you will get to the resort area after getting to the resort area go north and then west (i prefer going north from the fight area)

You can only visit fight area when you have defeated the elite 4. After defeating the elite 4, credits will come up and then your screen will turn black. When it comes back on, you will be in fight area.

You beat the elite four and than you may have access to the battle or fight area and then you surf on the water (east of fight area)and then you will get the the resort area at the other side of the water.
