Blue can be found on Cinnabar Island,On a sea route not availible until you have 6 Kanto Badges. Cinnabar Island no longer has a Gym; instead it only has a Pokemon Center and Blue standing there if you have 7 Kanto Badges. 7 is Seafoam Island Gym. THe reason for it being there is due to an apparent volcanic explosion. Detour alert: Next to the gym are the Seafoam Caves, but you will need a pokemon with Surf to explore everything, which is battles, items and Articuno. The Seafoam Caves are another sea route away from Cinnabar Island. I assume that you approach from Pallet town because that's how I went, though you are free to go any way you want. Just saying...
