At the Clockwork Cantina, put the gears in the right places (big ones at top and bottom). Then turn the lever. You will get the Multi-tool. Then go to the garbage and pick up the Steam Battery. Climb to the roof to enter the Mayor's Office (just get the number 0516), then enter the museum downstairs where you will find the Dirty Beaker at the extreme upper right.
