Below the button to open your drive there should be a small pin hole. If you stick a pin or similar sized object through that hole. Your drive should force open.
It is possible that the drive may not be fast enough, incompatible with, or the operating system incompatible with (or not having proper drivers for) the CD-ROM Disk Drive.

if you have a mac, it wont work, if you have a PC then you insert the disk into a drive, then the installation should load. if it doesn't then try going on My Computer, then your disk drive that you put your Halo CD in, and it should load.

Hit windows + e to open an explorer window. Then double click on your CD drive. Most of the time, the installer will pop right open. If instead the CD opens up, simply look for install, installer, ect. and run it.
No a disk drive is neither input or output device, it is an optical disk drive (for CD/DVD's) and a disk drive (for hard drives) would be a storage device.
Simply slip the disk into the disk reader, then open up system preferences and click on the disk option which opens the file to the disk. OR. It appears as an icon on your desktop and you merely did to double-click the icon for it to open. Sometimes it'll ask which application you would like to run the program with, select your best application. Then enjoy.
