Clean the disc with a material made for it. Normally a softer cloth you may buy at a Wal-mart.Be sure that no dust or any obstruction is covering the lens of the player you are trying to use - use your breath to blow away dust. NEVER TOUCH THE LENS!
It means the cd player doesnt work.
Some car CD players are finicky. I aways burn them as MP3's all your newer CD players will play MP3"s
GO to 'My Computer'. then you should see a letter with a D or something, that contains your CD. If it does not work or you dont see it then you either put in a DVD game that doesnt work with your regular CD drive. OR you put in a CD game into a DVD drive. or it could be that you have a bad CD/DVD or a bad drive.

a CD does not need a case for it to work. if the CD has scratches then it wont work
right know she doesnt have a tour because she doesnt have a hit CD yet .
If it is hooked up properly and still doesnt work, then my first instinct would be to return it and buy a new one. Perhaps, its the CD player.
