The iPhone isn't the best turn by turn GPS navi by default. There are some apps you can get on the app store that greatly enhance the navi functionality. That being said, the standalone units are getting much cheaper and offer more features, and don't drain the battery of your cell phone!
Depends which app it is or depends if you are connected to wifi or not. If it is a app that uses Internet then yes. You can turn this off in settings-general-network. If you are connected to wifi then it will not use your data or Internet (3G)
