You can get an Iphone without the data plan If you want calling, send and RECIEVE texts your gonna be using the Network of the phone company There is no way to call yet on an Ipod/Iphone besides the Phone App There is an Iphone Software on the Jailbroken Iphone store, but you would need a microphone for the Ipod So basically, you have to buy the whole phone package

As far as I know, if you mean iPhone, you have to jailbreak it and get the buggy MyWi app from Cydia, and even then, it costs $10 if your not using the trial edition. If I find anything I'll update this answer
