I had this proplem before and you could just try different positions for the usb to connect to you PSP or you have to get a new usb cord

No. It is not. A PSP may have alots of things but it gets spoiled fast. Sometimes it doesnt even read the disk. I have both. And a PS2 has better games!
One possible answer could be that you didn't save the pictures into a file format that the psp can read, try looking at the file format and then look at the psp compatible files.
get a psp-usb cable attach to the top of your Psp and then your computer usb slot, it will then be in your computer, there you can access it
I find this to be trial and error, to be honest. Try altering the security settings on the computer that controls the modem.
