The cell phone in Nabooti Island is in the cave in "Mountains of the Moon". You'll need to be able to ride the helicopter in order to get the cell phone. After you're in "Mountains of the Moon", you must get past the goats and the falling boulders. There should be a man near an entrance to the cave. First beat him at the game and he will allow you to go inside the cave. If you fall to the bottom and go left, you will see the cell phone. Inside the cave, you will also find the purple jewel.

I got my first cell phone at 10. For the most part though, I would say 8 or 9 as it's an age that a person wishes to have some freedom though at the same time have the ability to at any time reach their family/friends. Just a little addition to this as well, I believe that if a child wants to go to the mall/movies/etc, so be it. Let them, experience is life's best teacher, and parents are their for the ride, not to limit/protect/evade the ride. Be your child's friend not their censor.
It is probably called the Centro Smart Phone. It is a fusion of typical cell phone and smart phone - all rolled into one. The outward appearance is that of a regular cell phone. It is the features offered inside that make the phone a smart phone. It is also a very good one. The multimedia capabilities of this phone allow for videos and pictures to be included with text messages. Popular internet messaging services such as AIM; MSN and Yahoo messenger can come along as part of the pre-loaded features on this phone. This allows for messaging conversations taking place on a lap top or home computer to come along for the ride. Internet capabilities allow for email to come along as well. The in-box can be checked as often as necessary so that all important business meeting noticed never goes missed. http://www.dinodirect.com/Cell-Phones
There are designated areas of the track called "blocks" which are controlled by computers. In the event that the computer finds an error or the operator presses a button to stop the ride, the train will stop at the nearest block. The most common blocks of a ride are the lift hill, the mid-course brake run (brakes in the middle of the ride), the brakes at the end of the ride, and the station. Only one train can occupy a block at any given time.
