Keep him in a pen where he won't get into trouble. Keep his watering bowl, feed container and bedding area in one place at all times so he can easily find his way around, and keep him well fed, warm and dry, with a little TLC along the way. If you have other animals, preferably those of is own kind, you can have him in with them or one of them in with him to help him around. He will most likely form a close bond with a buddy that will be a seeing-eye guide for him when you let them out to graze in a pasture or let them roam around a bigger paddock.

What to do to help blind calf... is there medication to help?

That is something you need to talk to your veterinarian about, as I have no idea about the age, sex, breed, other symptoms or any other history of this calf to help you out. Depending on the severity of the sort of disease or illness a calf is inflicted with or whether blindness is a genetic condition, a calf could be permanently blind even if you try to find some way to help it out. So you would be best to go talk to a veterinarian instead of finding any answers on this site.

What do you do when a 4 week old blind baby calf will not stand up on its own?

It may be humane to put it down. But there are a vast number of reasons why a calf won't get up, and it's best to talk to your veterinarian or get the calf to a large animal vet to diagnose why it won't stand up on its own.
