In Ruby, Sapphire, and Emerald, shards can be traded for elemental stones by a man just outside of Mossdeep. In Diamond and Pearl, ten can be traded for a TM that alters the in-battle weather by a woman outside of Pastoria; in Platinum they can be traded to Move Tutors scattered around Sinnoh.
In Blackthorne City there is a special move tutor that will teach your Pokemon attacks they cannot learn naturally, where as one move tutor will only teach your Pokemon attacks it has already learned in exchange for a heart scale. You may need more then one single colored shard for different attacks, so collect many.
There is a man on the edge of Mossdeep City who is willing to trade stones for your shards. The color shard will determine the kind of stone recieved.
I think that you can trade the shards for goods.
Trading for move such as rain for a certain number of blue shards, heh nerd.
You trade them for berries with the guy next to the Pokemon Center in Violet City.
Take it to Juggler looking guy in Violet or Fushia City and get three berries.

You can trade them in for moves at a move tutor
There are four shards in Pokemon Platinum which are the red, blue, green and yellow shards. These can all be found in the Underground and they are also held by certain Pokemon. I know that Corsola can hold a red shard and that Relicanth can hold a green shard. The shards can be traded with various move tutors who will teach your Pokemon an attack in exchange for a certain combination of shards. The three move tutors are found on Route 212, in Snowpoint City and in the Survival Area.
You can either dig them up in the Undergound or you can find them on the ground all over Sinnoh by using the Dowsing App. on the Poketch.

The color shards you can find in Pokemon Platinum are Red, Blue, Green, and Yellow Shards.
They can't be bought. You can find them underwater, or attached to wild pokemon. Chinchou have yellow shards, Clamperl have blue shards, Relicanth have green shards and Corsola have red shards.
I believe you have to look for Red Gyarados for a Red Scale.

Red Shards can be found randomly in Dive Spots (the dark patches on the sea, in case you didn't know) on things such as rocks, or crators.
In Platinum, the Red Shard and the other Shards are very valuable if you want to use 1 of the 3 Move Tutors there because you have to give them certain Shards for certain moves and the Red Shard is 1 of those many Shards so that would be a reason of why someone would want to get a Red Shard.

You have to go to the Move Tutor in the Survival Area. You'll need 6 Red Shards and 2 Yellow Shards.
